provisions of this Ordinance.
In any proceedings under this Ordinance, and in any proceedings arising out of any act done by a public servant in execution or intended execution of any duty or supposed duty under this Ordinance, the burden of proof in any issue of British nationality shall lie upon the person claiming British nationality.
5.
Sub-section (1) of section 2 of this Ordinance
shall not apply to any alien who shall be carrying on any missionary or educational work in the Colony at the commencement of this Ordinance until the expiration of six months from the date of such commencement.
6.
Any person committing a breach of section 2 of this Ordinance, or of any condition of any permit issued thereunder, or of any regulation made under this Ordinance, shall be liable upon summary conviction to a fine not exceeding one thousand dollars, or, in the case of a contiming offence, to a fine not exceeding fifty dollars for every day in respect of which the offence shall have continued.
Objects and Reasons,
1. The object of this bill is, as the title shows, to provide for the supervision of aliens engaged in missionary or educational work in the Colony, and to regulate and to restrict the admission into the Colony of aliens desiring to engage in such work,
2. The experience of the war has show that in some parts of the Empire certain foreign societies and individuels engaged in work of this nature have not been able to prevent their national instincts from
